There are two types of auto auctions. Dealer auctions are only open to licensed dealers. Public auctions are open to anyone, and usually require a deposit to register and bid.
To attend a dealer auction, you need to have a dealer license, and to register at the auction in question.

You don’t need a license to attend a car auction as long as it’s open to the public. You only need to get a license if you plan on going to a dealer’s auction, which can cost a bit. So, if you’re only planning on buying a car for yourself every now and then you’re better off with the public car auctions.
Julie C, I found a review of several auto auction and government seized web sites. These sites probabaly have a FAQ page to help you. However they cost a small fee to join, but I couldn’t find any free resources online. Since the inventory is always changing, your signup fee is probably used to keep the site up to date.
